On 12 January 1905, the people of Riga went on strike and the next day, without warning the Russian police opened fire on a crowd of peaceful demonstrators, killing 70 and wounding over two hundred. Many more were drowned as they tried to escape over the frozen Daugava. A stone near the monument refers to this event.
