The gallery was created to provide a permanent building as the core space for the second Yorkshire Fine Art and Industrial Exhibition of 1879. The building was designed by York architect Edward Taylor. The front facade is decorated with four ceramic roundels representing Architecture, Painting, Sculpture and Music by 'four deceased York worthies': John Carr (architect), William Etty (painter), John Flaxman (sculptor), and John Camidge (musician), sculpted by Milburn

In 1887 to the left and right two tiled were added panels representing 'Leonardo expiring in the arms of Francis I', and 'Michaelangelo showing his Moses', made by Simpson & Son of London.
