Description of the monument in the exhibition catalogue of 1859:
Nr 3188. - Cippus marble. - (M. Desbœufs.) The late Count de Jessaint was for thirty-eight years prefect of the department of Marne. Around 1852 or 1853, the most notable inhabitants of the department, the members of the general council, those of the municipal council of Châlons-sur-Marne, resolved to erect a monument to the memory of this venerable administrator. A subscription was opened, and it was decided that this testimony of public gratitude should be raised on one of the places of the chief town of the Marne department at Châlons. An imperial decree dated 8 August 1853 authorized the execution of the monument. - Entrusted to Mr. Desboeufs, it consists of a marble cippus surmounted by a bust of the late Mr. de Jessaint, in prefect's uniform. In the mass of the cippus the sculptor has carved four almost nude figures, half-life size, all held by the hand and separated by different attributes, recalling the branches of commerce, industry, science, art, which are peculiar to the department of the Marne, and which his worthy prefect has been able to encourage with as much zeal as intelligence. It is an antique altar, supporting a ram's fleece, a bundle of farm implements and mechanics; there are baskets full of fruit or ears of wheat.
