Description

Monument commemoration the foundation of the Día de la Raza (Columbus' Day, 12 October) by the decrete of Hipólito Yrigoyen, president of Argentina, on 4 October 1917. The monument is a stone "wall" with a bronze plaquette with the text of Yrigoyen's decrete. To the left of the text is a portrait of the president, to the right an Indian. Above the text a frieze with Columbus' three ships.

1º. que el descubrimiento de américa es el acontecimiento de más trascendencia
que haya realizado la humanidad a través de los tiempos pues todas las
renovaciones posteriores se derivan de este asombroso suceso, que al par que
amplió los lindes de la tierra abrió insospechados horizontes al espíritu.
2º. que se debio al genio hispano - al identificarse con la visión sublime del
genio de COLÓN - efemérides tan portentosa cuya obra no quedo circunscripta al
prodigio del descubrimiento sino que la consolidó con la conquista empresa
ésta tan ardua y ...ópe, que no tiene términos posibles de comparación en los
anales de todos los pueblos.
3º. que la españa descubridora y conquistadora volcó sobre el continente
enigmático y magnífico el valor de sus guerreros el denuedo de sus exploradores
la fe de sus sacerdores, el preceptismo de sus sabios, las labores de sus
menestrales, y con la aleaceón de todes estos factores obre el milagro de
conquistar para la civilización la inmensa la inmensa heredad en het....[?] las
naciones americanas.
Por tanto, siendo eminentemente justo consagrar la festividad de esta fecha
en homenaje a españa, progenitora de naciones, a las cuales ha dado con la
levadura de su sangre y con la armonía de su lengua una herencia inmortal que
debemos de afirmar y de mantener con jubiloso reconocimiento el poder ejecutivo
de la nación decreta:
Artículo 1º: declara de fiesta nacional el dia de 12 de octubre.
Art. 2º: Comuníquese, publíquese, dése al registro nacional y archivese.

Annotation

At the celebration of the fourth centenary of the discovery of America on 12 October 1892, a royal decree was signed in the monastery of La Rábida (under the regency of Maria Cristina of Habsburg) expressing the proposal to institute as a national celebration the anniversary of the day that Columbus' ships arrived at the Indians. The definitive establishment was delayed.
During World War I the Hispanic-Argentineans relations were were not free of the well-known "politics of gestures" and mutual entertainments. Within this politics can be seen the promotional part of the Argentine government (under president Hipólito Yrigoyen in his first term) of the decree of 4 October 1917. This decree institutes the 12th of October as the "D&iacte;a de la Raza" (Day of the Race). Afterwards, almost all the American nations, including the United States, followed.
The Díde la Raza was instituted to unite those towns or countries who have the language, the origin or religion in common.
