Unveiled by the Consul-General of Uruguay, Jorge Figueredo, and the mayor of Agüimes, Antonio Morales, at the occasion of the 249th anniversary of Artigas' birth and his Canarian roots. Artugas' grandmother was from Tenerife.
The architect Gloria Rodriguez, mentioned as author of the bust, is probably the designer of the monument, for which she used an existing bust (you find the same bust also in other places).
